Attorney Kemp C. Scales

Kemp C. Scales, J.D., CELA* is a certified elder law attorney and the owner of The Elder Law Office of Kemp Scales with offices in Erie, Titusville, and Pittsburgh, Pennsylvania. He received his Juris Doctorate from the University of Pennsylvania in 1983. Attorney Scales is a council member of the Elder Law Section of the Pennsylvania Bar Association, and he has been a member of the National Academy of Elder Law Attorneys since 1999. He is also the western Pennsylvania representative of the Special Needs Alliance, a nationwide network of disability and special needs planning attorneys.  

Mr. Scales concentrates his practice in disability and long-term care planning and special needs trusts. He is a frequent speaker on topics related to elder law and special needs trusts and is a regular presenter at seminars sponsored by the Pennsylvania Bar Institute. Attorney Scales writes the Scales Elder Law Newsletter as well as a monthly column for The Tri-State Senior News.

Attorney Norma Scales Schmidt

Norma Scales Schmidt, J.D., earned her Juris Doctorate, magna cum laude, in 2007 from the University of Pittsburgh where she was a member of the editorial board of the University of Pittsburgh Law Review and was elected to the Order of the Coif.  Ms. Schmidt focuses her practice on estate planning, government benefits eligibility, elder law, guardianships, and special needs trusts.
